A member of the House of Representatives from Ekiti State, Hon Akinlayo Kolawole has commended the House over the Amendment Bill on the power of transition of bills passed into laws by both the Senate and House to the president by the Clerk to the National Assembly, saying that the Bill will expedite law making process in the country.
The Lawmaker in a chat with member of the Press after the passage of the bill last Tuesday, Hon Kolawole described the amendment Bill as a monumental breakthrough in smooth bills transmission henceforth between the National Assembly and Mr President.
Sponsors of the Bill which was referred to the Committee of Justice for further legislative action, include, the Deputy Speaker,Ben Okezie Kalu, Hon Ahmed Jaha,Hon Patrick Umoh, who led the debate. Others are Tajudeen Abbas, the speaker of the House and Hon Akinlayo D. Kolawole, who in a chat with newsmen,
The list of sponsors also includes, Hon Ikeagwuonu Ugochinyere and Regina Akume.
The lawmaker representing Odi-Osi/MOBA/Ilejemeje federal Constituency 11, Ekiti State explained that the Amendment Bill is long overdue and it will also assist in the quick passage of the bills to the president for assent.
He stated that the assembly is committed to passasing a robust legislation that would bring about good governance to the people, adding that since it’s the desire of the administration to bring about a new Nigeria and renewed hope for the masses of this country.
Hon Kolawole however, warned that it was the compelling legislative position of the 10th House of Representatives to ensure that the legislative system is optimized such that the number of bills passed and not assented to will not be blamed in anyway on the process of transmittal or confusion associated with it.
For the records, Hon Kolawole stated further that the objectives of the amendment is to optimize the legislative system to address gaps in the legislative process such that the functions of the Clerk to the National Assembly as provided in the Act which among others is preparing clean copies of Bills passed by the National Assembly is well regulated within the time frame stipulated in the law.
Hon Kolawole also noted that the deficiency in the Acts Authentication Act has directly resulted in the undue delays observed in the process of transmittal of bills passed by the National Assembly to Mr President for his assent” Umoh revealed, neccesitating the four- Clause amendment Bill, he pointed, which seeks to provide a time frame , 30 days within which the Clerk of the National Assembly must prepare a clean copy of the Bill and authenticate same ( An amendment proposed to section 2(1) of the Principal Act), and to provide for 7 days within which the Clerk must also transmit the already authenticated Bill to the President for his assent( An amendment proposed to section 3 of the principal Act).
He however, promised Nigerians that, the passage of the Amendment Bill will increase the volume of Bills and motions pass to the president for assent and also chat a direction to the APC ruling government.
